Recognizing their crucial role, the UN adopted the Declaration on Human Rights Defenders on December 9, 1998, marking its 25th anniversary in 2023.
Nepal has made significant democratic progress, overcome conflict, and embraced federalism with its 2015 constitution. It guarantees fundamental rights, including freedom of expression, assembly, and association. However, human rights defenders continue to face threats and repression from governments, corporations, and armed groups. The UN recorded 1,940 killings and 106 enforced disappearances of HRDs between 2015 and 2019, with impunity fueling continued violence. Strong institutions, accountability, and legal protections are essential to ensuring justice.
